However, if it is the feeling of the House that in future ratification be done by Parliament, it is okay. This is a constitutional matter. I pointed out that in the Bomas Draft, this came out very well. It was recommended that all international treaties be ratified by Parliament. We are still continuing on the issue of the Constitution. So, you can see that we have done it according to the law. I think I have explained my point very clearly, that this Motion can wait until there is change in the Constitution. view

Even the Act that was read out by Dr. Kituyi today, does not show that Parliament has powers to do this. So, Parliament cannot usurp powers it does not have. That bit is very clear.
