We agreed to shorten the time because even though I am a Member of the Budget and Appropriation Committee, my bringing a Motion to this House is just like by any other Member. In addition to what the Leader of the Majority Party has said, our Standing Orders provide that we should be sitting every Tuesday afternoon from 2.30 p.m., Wednesdays from 10.00 a.m. and 2.30 p.m. and Thursdays from 2.30 p.m. But with the Covid-19 pandemic, we moved to a situation where we were sitting only on Wednesdays, both morning and afternoon. I remember I forced them to move the amounts from Ksh1,500 to Ksh2,000 through a Motion. The intention of this cash transfer was very noble, but there is a challenge in the way it is being implemented, which we should deal with. Some of these Bills, about twelve of them that the Budget and Appropriations Committee has declined to approve for further discussion in this House, are very important to this country. I was asking myself, how I wish these individual Members of the Senate, who proposed these Bills, would approach their Members of Parliament, as Hon. If we did not want to proceed on recess from tomorrow, we would have brought a Motion to change the Calendar. So, we are definitely proceeding on recess tomorrow. Hon. In the past, a Report of this House made a recommendation that the courts differed with.
