garner is 174. However, you mentioned 176. In the event that we manage to get 175, it may be ruled that the Bill has not been passed and yet, that is the required threshold. So, that is what I wanted to raise for your consideration. Thank you, Hon. Speaker. Your ruling was well executed. Thank you.

4 May 2020 in National Assembly:
Thank you, Hon. Speaker. I want to second this Motion. The Committee on Selection sat yesterday and did some reorganisation for the better functioning of the National Assembly. As the Leader of the Majority has rightly put it, after the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

4 May 2020 in National Assembly:
passing on of the late Hon. Koinange, there were possibilities of reorganisation of committees. I believe, hope and pray that my friend, Hon. Peter Mwathi, will be given the opportunity by being voted in by Members of that committee, to become the Chair of the Departmental Committee on Administration and National Security, and continue with the task. That is a very busy committee in terms of requests and Statements that go to the Departmental Committee on Administration and National Security. For the rest, it is just rearrangement. Hon. Tom Oluoch had requested to surrender one of the committees to our ...

4 May 2020 in National Assembly:
Thank you, Hon. Speaker. I do not think there is much to say. We all know Mr. Sialai. If we approve or disapprove his appointment, there is nothing to add. The Leader of the Majority Party has said it all and the reasons behind it.

29 Apr 2020 in National Assembly:
Hon. Deputy Speaker, you have just taken the words from my mouth. I remember in the past the Speaker would allow Members to make further supplementary requests for statements. If a statement has been sought and I feel there is a part that has not been brought out by the person seeking the statement, I can add to it. But it would be inappropriate at this time to start commenting on the request for Statement.

29 Apr 2020 in National Assembly:
Thank you, Hon. Speaker. I also thank the Chair of the Departmental Committee on Health for that statement. This morning, I raised the issue of accountability which is very important. That is a very significant responsibility of this House. I am happy that the Committee is trying to address this. My concern is: currently, there is no problem in this country and the whole world that is bigger than this issue of COVID. It is my request that we can make it a tradition going forward... It is unfortunate that we will adjourn soon. We can get even 30 minutes ...

29 Apr 2020 in National Assembly:
Thank you, Hon. Deputy Speaker. As I support, if you listened to the Chair of the Budget and Appropriations Committee, you must have noticed he did not have much to say regarding the Bill. This is purely because the Bill is a reflection of the Report that this House passed. The exchange between the Leader of the Majority Party and the Chair of BAC is just to reinforce the provisions of both Articles 221 and 223 of the Constitution. It is clear that once this House approves the report on Supplementary Estimates, that report is supposed to be converted into ...

29 Apr 2020 in National Assembly:
amendments that he is likely to bring will mostly seek to reduce the deficit even further; in fact, I do not think there is any amendment that seeks to increase expenditure. We are just trying to manage the deficit. That is in the interest of the people of this nation. Thank you, Hon. Deputy Speaker. I support.

29 Apr 2020 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. This House had pronounced itself on this matter very loudly by rejecting the Report of the Committee when we negatived it. In essence, what we were saying is that we want this gentleman and the lady to serve as commissioners in the Teachers Service Commission (TSC). The Committee surprised this House, especially in the case of Njuguna Ng’ang'a, by saying that he did not show knowledge of matters TSC. We should not cannibalise some of our best brains in this country. This is someone who has even chaired the Law Reform Commission which is ...
