  • 14 Apr 2020 in National Assembly: I thank you, Hon. Speaker, for giving me this opportunity to support the adoption of this Report of the Committee on Delegated Legislation on its consideration of the Value Added Tax (Amendment of the Rate of Tax) Order, 2020. This particular Regulation that was laid on the Table of the House today amends the rate of VAT from 16 per cent to 14 per cent. view
  • 14 Apr 2020 in National Assembly: Let me start by first congratulating the Committee on Delegated Legislation. I was interviewed by one of the media houses yesterday. From that interview, I realised that many people whom we expect to be informed do not understand the workings and operations of Parliament. More importantly and surprising is that even the functions of legislature are not understood properly. It is the duty of the Executive to govern a country. It is our duty to oversee it in its execution of the governance function. It is the duty of the Executive everywhere in the world to come up with proposals, ... view
  • 14 Apr 2020 in National Assembly: President, which today we want to give the Executive the legal authority to start implementing, is welcome. Many may ask why it is necessary to convene this meeting to approve the amendment of the change of VAT rate from 16 per cent to 14 per cent. It should be noted that the High Court, in the case of Okiya Omtatah Okoiti, whom we all know, versus the Cabinet Secretary (CS) in charge of the National Treasury and three others, Petition No.253 of 2018, declared the provision of Collection of Taxes and Duties Act. This allowed for tax measures to be ... view
  • 14 Apr 2020 in National Assembly: As I conclude, I want to thank and encourage the Standing Committee on Delegated Legislation, which has been very busy in the 12th Parliament, to go on. Others may not see your work, but as a Parliament and as the leadership of this Parliament, we know that this is one of the busiest committees of this House. view
  • 14 Apr 2020 in National Assembly: Hon. Speaker, I support. view
  • 17 Mar 2020 in National Assembly: Thank you, Hon. Speaker. I want to second this Motion. We are seeking the concurrence of the House to vary the calendar of this House. Contrary to what used to happen, Parliament, as it is today, is the only institution that controls its calendar. There is no way that anyone can order Parliament to close. In fact, some journalists were asking me yesterday when the Speaker will close Parliament. I told them to go and read the Constitution properly to know that it is only Parliament that can adjourn its own sittings. That is in fulfilling our obligation as provided ... view
  • 17 Mar 2020 in National Assembly: Thank you Hon. Speaker. I second this Motion and the reason is simple. I ask Members that we finish this Sitting quickly because there are Motions that we are likely to deal with in the second Session which we could not deal with in the same Sitting because the notice for the same was given in this Sitting. Since they are not Money Bills, we could not transact them in the same Sitting. Therefore, Hon. Speaker, I want to ask the House to approve that we have two Sittings so that we can deal with the Motion on appointment of ... view
  • 17 Mar 2020 in National Assembly: Thank you, Hon. Speaker. I second. view
  • 17 Mar 2020 in National Assembly: Hon. Speaker, as I support this Motion, I want to be very brief and just mention two things because I am sure that Members spoken to the BPS when it was brought here. So, the Division of Revenue Bill is not a significant departure from what we discussed. The amount of money that is being taken to the counties is the same we passed through the BPS. It is the same amount as it was in the previous financial year, and conditional grants with some little deduction. Hon. Speaker, the issue of Nairobi County must come out clearly. In fact, ... view
  • 17 Mar 2020 in National Assembly: accounted for. The National Treasury was supposed to appear before us today, but they did not turn up. We hope to hold them to account to explain how exactly the allocation that is meant for Nairobi County to finance the functions that have been taken up by the national Government will be overseen by Parliament. We want to know whether a committee is going to be formed to execute those functions, or whatever is going to be done by the national Government. The funds for those functions will now go back to the national Government. Once that happens, how are ... view
