12 Nov 2019 in National Assembly:
no roads to that place. Sometimes, I wonder whether the Ethics and Anti-Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) ever see such things. I know they are making good efforts. I do not want to scandalise their work, but they need to go and arrest those people. They do not even need much investigation. How can you, for example, explain how somebody earning a monthly salary of Kshs96,000 – and who sits in the office from 8.00 a.m. to 5.00 p.m. – can invest Kshs100 million in three years? It does not make sense. You do not ...

12 Nov 2019 in National Assembly:
Hon. Speaker, I do not want to say more about this Bill. This is because I am sure this is very straightforward to all the MPs here. Either, we say yes, we are giving those people the Kshs100,000 before they die wakule or eat... Sorry, Hon. Speaker for mixing languages because it is out of order. But the point is either we decide to give them or reject. I want to repeat again that all of us are former MPs. It is just about time. It is as clear as our death whether you like it or not or are ...

6 Nov 2019 in National Assembly:
Thank you, Hon. Speaker, for issuing your communication. Just like my colleagues who have spoken ahead of me have said, I was also in the HBC. We got a request that this Chamber will be used, but we were a bit confused as to the real objective of those meetings. In fact, it was just a much generalised comment about what they are coming to discuss.

6 Nov 2019 in National Assembly:
If it is coming out clearly that those people are most likely coming to discuss something we do not agree to as a country, then the next question we want to ask is why allow them to come. As a matter of fact, I think we need to write back to them and demand from them to say exactly why they want to use this Chamber. I profess a faith and I am a member of the Seventh Day Adventist (SDA) Church. Hon. Speaker, I was just saying that I am a member of the SDA. We actually believe that ...

6 Nov 2019 in National Assembly:
The reason I was standing is that I thought Hon. Duale was implying that Hon. Ochanda may take it up and move it. This is about altering the Calendar of the House, which can only be done by the HBC. I was going to ask: Under what wisdom can a non-Member of the HBC move the Motion? The other Members who can move the Motion are the ones who sit in the HBC like me. However, I also decline to move this Motion.

5 Nov 2019 in National Assembly:
Thank you, Hon. Speaker. Of course, you are aware that I also sit on the BAC. What the Chairman has said, I do not want to talk about because that is what we agreed. I am sure you are going to give us guidance. But my concern on this matter arises from Article 95 of the Constitution which talks about the National Assembly representing the people of the constituencies and special interests; that the National Assembly deliberates on and resolves issues of concern to the people. Yesterday, the Chief Justice of the Republic of Kenya addressed this country for well ...

5 Nov 2019 in National Assembly:
Thank you, Hon. Speaker, for that correction, and a positive one. I got concerned. Reading Article 95 of the Constitution, I think as a House this is a matter that we cannot ignore. I say so because the issue that the BAC will deal with is actually just a subset of what I heard the CJ complain about. Therefore, as the BAC intends to deal with the matter of budgetary allocations and budget cuts or lack of it… I thought the Departmental Committee on Justice and Legal Affairs is responsible for overseeing the Judiciary. It needs to also take steps ...

5 Nov 2019 in National Assembly:
As I sit down, we have moved forward as a country in terms of opening up the democratic space. And this House cannot allow the shrinking of that democratic space; more particularly the interference with the Judiciary. Thank you, Hon. Speaker.

30 Oct 2019 in National Assembly:
Thank you, Hon. Speaker. First, I thank Hon. Kaluma for raising a very substantive matter of national importance. What we are dealing with here is a grave matter. It is a matter we should not treat lightly and it should engage our minds as a Parliament that oversees the entire Government of the Republic of Kenya.
