I had started by talking about the amount that we have re- allocated from the Senate oversight. I have seen reports in the media that we did this to punish the Senate. If you allow me, I would like to talk about the plight of former Members of Parliament in one or two minutes. The case of the late Hon. Oduya Oprong is a classic example of how this country treats former Members of Parliament. Once you leave office, you live a pathetic life. Following that reasoning and together with the plight of many other former Members of Parliament, some of whom get as little as Kshs3,000 per month in the form of pension, I drafted a Bill which is taking too long. Hon. Temporary Deputy Speaker, first of all, the Report before us is to approve these nominees with only a rider on one name, that that lady should renounce her US citizenship immediately Parliament approves, before taking up the position of being High Commissioner to South Korea. That is the only variation. Otherwise, the Committee is recommending the approval of all the nominees. So, it is not correct to say that we are disapproving the appointment of this lady.

However, allow me to say the following. First, this lady is a Kenyan and that is a fact. Nobody is disputing that she is Kenyan. She is a Kenyan with dual citizenship and that is the difference. She is a Kenyan and also an American. I say so because we have been condemned for making approvals in this House which do not stand the test of time. That takes me to this argument that there are others we have approved who are of questionable citizenship. That we have approved other Kenyans in this House who have questionable character. Assuming that the interest of the American Government and the interest of the Kenyan Government conflicts in South Korea, we want to be clear whose interest this lady is going to push through. The American Immigration Act is clear that if you are an American citizen, you must always put, as a matter of priority, and it is permanent, your loyalty to the American State. That is why the people of Kenya were very clear that you can take up that responsibility, but first renounce your citizenship. It is not asking for too much from this lady.
