  • 2 May 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Unless we have a different Order Paper, for me, I can see here on my iPad that the Chairperson is proposing to delete Section 36(1)(a) and (b) and 36(2), which means that he is proposing to delete Section 36(1) and (2) the same way Hon. Wanga wants to do. Another thing that I want to highlight, if I may get your attention, Hon. Temporary Deputy Chairlady, is that even if we made a mistake, when the House pronounced itself on this matter, it meant that the House decided on the direction it will take. ... view
  • 2 May 2019 in National Assembly: First of all, I think the Chair needs to withdraw the remarks he made that the Leader of the Majority Party is purporting. We need to have respect in this House and decorum. We are not purporting to be holding these positions. They are officially held. Hon. Duale is officially the Leader of the Majority Party. I do not know why the Chairman is doubting that and saying “purporting”. view
  • 2 May 2019 in National Assembly: As he withdraws, I also want him to just accept the concern of this House that we cannot defer legislation for future. Who knows who will be here in future? When legislation is brought it should be understood that it is supposed to correct something. • 2 May 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Forgive me because I do not understand. The proposed amendment seeks to delete the definition of the word “producer”. So, what is the proposed amendment which is being deleted? I thought Hon. Millie has said under the definition of producer, she is uncomfortable with the word “importer”. This is not coming out clearly. In my view, she should have said that she seeks to delete the word “importer” under the definition of “producer” and come up… If she is deleting, she needs to clarify. view
  • 2 May 2019 in National Assembly: The amendment does not do what Hon. Millie wanted to do. What Hon. Millie wanted to do was to delete the word “Minister” and replace it, but the way it is framed, it is “by deleting the proposed amendment to Section 19” meaning you are going to delete the whole of Section 19. That is the wording of the amendment. That wording was wrong. It should have been put in a better way like “deleting the word ‘Minister’ in Section 19 and substitute it with ‘Cabinet Secretary’. However, if you say you delete the proposed amendment, you are actually proposing ... view
  • 2 May 2019 in National Assembly: Hon. Temporary Deputy Speaker, the Leader of the Majority Party cannot get away with that. We have been here up to this time and he says that the only people who are serious are Hon. Millie and Hon. Kajwang’. In fact, if I am not interested in a Bill, I do not sit here. I even helped him to sort out some mischief and now he is abandoning me. view
  • 3 Apr 2019 in National Assembly: Thank you, Hon. Speaker. This is a Procedural Motion. We want to allow the Committee to deal with this bill as we proceed on recess. There is nothing much to say. I hope that the House will agree with us. I second. view
  • 3 Apr 2019 in National Assembly: Hon. Speaker, I second. I want to say that really the Clerk wanted us to allow him to prepare for tomorrow’s event which is very important the whole of this afternoon. But because of the business that we had, including the approval of the IG of the National Police Service, we asked him to hold his horses until we finish the sitting, at least, the most critical assignment that we had ahead of us and then we give space for them to prepare. So, I want to ask my colleagues to support that we adjourn at this stage and allow ... view
  • 2 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, none of them has been here longer than me, at least, not among the Members present this evening. view
  • 2 Apr 2019 in National Assembly: Thank you very much for giving me this opportunity. I would like to make my contribution on this Report by the Departmental Committee on Communication, Information and Innovation. May I congratulate the Committee for taking action in terms of investigating or inquiring into the matter of the telecommunications sub-sector and bringing the Report before the House. view
