  • 6 Mar 2019 in National Assembly: Is it in order for Hon. Wanyama to misreport, misquote and imply improper motive on me and my character? I said a strike is provided for in the Constitution. Picketing is allowed, but there is a procedure to follow. Hon. Wanyama is just testing the other side… view
  • 5 Mar 2019 in National Assembly: Hon. Chairman, I oppose this amendment. It is clear that the President has powers, through a Gazette notice, to appoint a place and date for the sitting of the National Assembly. Executive power, according to the Constitution, is exercised at two levels. It is exercised at the national level, through the national Executive; and at the county level, where it is exercised by governors and county executive committee members. That is what is in our Constitution. I do not see why convening county assemblies in the country should be the business of the President. We are giving the President too ... view
  • 5 Mar 2019 in National Assembly: My friend, Hon. Amos Kimunya, should reconsider this amendment because to me, it serves no purpose. Let us allow the counties to decide between the speaker of the county assembly and the governor. It is very easy for them to agree rather than asking the President to decide. The speakers may not even access the President. These are small people. How do speakers of county assemblies access the President to agree on when the assemblies should sit? Do you not see that we are giving our President too much unnecessary work? view
  • 5 Mar 2019 in National Assembly: Hon. Deputy Speaker, I also oppose. I want to make the following quick comments: One is that the amendment could have made sense if we come up with a procedure, executed at the assembly, of how the speaker is to be removed and under what grounds. The speaker needs to be given an opportunity to defend himself or herself before a committee of the assembly. Trying to make the threshold so high than the removal of the Speaker of the National Assembly is misplaced. Two, giving veto power to the Senate to veto the work of assembly, the same assembly ... view

  • 5 Mar 2019 in National Assembly: Hon. Chairman, I do not want to belabour the point that the Chairperson has put. He is perfectly in order to withdraw the amendment. My concern is that, when the courts pronounce themselves on a matter and insist that a legislation is unconstitutional - unless we have a clear order from the court - should we be making attempts to comply to such a court ruling? Legislation will be untidy. I noticed that there was an attempt by the Committee to comply with the rulings of the High Courts of Machakos and Meru yet that decision had not been appealed ... view
  • 27 Feb 2019 in National Assembly: Hon. Deputy Speaker, I second this Procedural Motion and echo what the Leader of the Majority Party has said. We did not have proposed Bills or Motions from a Private Member that were ready. We need to be clear on what the Leader of the Majority Party has said. It is not that Private Members have not generated Bills. It can be reported wrongly. Private Members have generated a record number of Bills. In fact, this Parliament is leading the previous Parliament in terms of proposed legislations from Private Members. However, they had not been processed for First Reading or ... view
  • 27 Feb 2019 in National Assembly: Thank you, Hon. Speaker. I agree with the point of order by Hon. Kimani Ichung’wah that if you have a personal interest as spelt out under Standing Order No.90, you need to declare it. However, I thought Hon. Kimani Ichung’wah has jumped the gun. Even if this matter was admissible, the Standing Order is very clear that a Member who wishes to speak on any matter in which the Member has a personal interest shall first declare that interest. I have not seen the Member for Mathioya standing to speak on this matter. If he stood to speak, then, he ... view

  • 27 Feb 2019 in National Assembly: I remember even in the 10th Parliament, I challenged the current President of the Republic of Kenya to declare his interest and he dutifully rose and declared his interest in the financial sector before he addressed the matter that we were canvassing. I just hope that Hon. Kimani Ichung’wah has raised this matter in good faith because I really do not understand why it is coming at this time. Thank you, Hon. Speaker. view
