  • 14 Nov 2018 in National Assembly: On a point of order, Hon. Speaker. It is just on the same because when Cabinet Secretaries appear, they come for specific issues. The letter that invites them is on specific issues. You cannot digress and start discussing your village issues with a Cabinet Secretary who has come on other issues. So, it is important that any Member can ask a Question anytime to the Cabinet Secretary so that it is addressed specifically. It is also good to have recorded documents to demonstrate that there was a commitment. When we walk out in the corridors and he promises me a ... view
  • 14 Nov 2018 in National Assembly: Thank you, Hon. Speaker. It is, indeed, true that we sat as the HBC and realised that we have quite a number of Bills which are very urgent like the National Youth Service Bill… view
  • 14 Nov 2018 in National Assembly: We realised in the HBC that we have a number of Bills, Reports and other matters that were very important. We want to transact them before we go on recess on 6th December and this is going to be a long recess of two months. If you look at Order No.9, it is the National Youth Service Bill which will be read First Time. It is very critical in terms of reforming the NYS to help alleviate the problem of unemployment in this country. There is the Parliamentary Service Commission Bill which again has been with us from 2010. We ... view

  • 14 Nov 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I stand on Standing Order No. 49. The Bill before us is the County Pension Scheme Bill by Hon. Muriuki Njagagua, but Standing Order No. 49(1) says: view

  • 14 Nov 2018 in National Assembly: I sit in the House Business Committee (HBC) and this Bill was brought and there is a bit of confusion. Why? This is because not long ago, this House actually considered a similar Bill which was moved in this House by Hon. Duale, the Leader of the Majority Party. The Bill was the County Government Retirement Scheme Bill 2018. The one we have today is the County Pension Scheme Bill 2017. The introduction of the Bill by Hon. Duale, which is now in the Senate, says: “An Act of Parliament to establish the County Government Retirement Scheme for employees in ... view
  • 14 Nov 2018 in National Assembly: These two Bills are almost similar in nature intending to achieve the same objectives. When I raised this matter in the HBC, it was considered that it should be considered in the House whether we should proceed with it. My thinking is that Hon. Njagagua could have brought amendments to the Bill that we considered at the time we were considering that Bill in the Committee of the whole House so that we could have captured anything that is in this Bill that was not captured in Hon. Duale’s Bill. I have heard there are some stakeholders who probably wanted ... view
