schools right from the district competitions to the national level. It has become unmanageable. Apart from increasing the amount, what is affecting this fund is mismanagement by the education officers. The Government needs to look into that aspect. Education officers receive money yet they still beg from politicians. That is an area that needs to be looked into for proper accountability. I am confident that the Committee will handle the Petition.

committees on Tuesday in the HBC to try and see how, as a House, we would not let the people of Kenya down by not having updated accounts. Coming back to Hon. money allocated to it. Health services are in a terrible mess and yet, a lot of money is allocated for them. I am thinking that the Senate should come up with some legislation that will force counties to use community systems of implementing projects. That is so that this centralisation does not emerge again. We devolved money because centralisation was not working for us.
