On the recommendation, the Committee has said the following: “The importers, wholesalers and millers dealing in contaminated sugar should be investigated by the relevant government agencies with a view to prosecution for violating the provisions of Section 3 of the Food, Drugs and Chemical Substances Act (Cap. 254), Section 131 of the Public Health Act (Cap. 242) and any other relevant law.” There is no mention of the list of those particular traders, wholesalers and importers. He was advised that there was still a shortage. That is why he varied the termination of the gazetted period to December. Later, he was again advised by the relevant Ministry that there was enough sugar. He did the right thing and reduced the period to October. What mistake did Rotich make?
