  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. In contributing to this Motion on Supplementary Budget Estimates II, I want to start by saying that it is now becoming a tradition by the Treasury to always prepare two supplementary budgets every financial year. This practice begun in 2015/2016 and we thought it was a one off thing. But now, this is the third year and it has become a tradition. It is important to remind the Treasury that a lot of changes to our Budget is disorganising economic stability of this country and it is not very good going forward, for our ... view
  • 3 May 2018 in National Assembly: appropriated by the Act. So now, as a Government, you are allowed to spend money and seek Parliament’s approval later and within two months. As agencies, departments and ministries spend, they must seek the authority of the National Treasury. The Cabinet Secretary in charge of National Treasury must give authority even though the authority from Parliament comes later. The question is: What did the people of Kenya have in mind when they were allowing Cabinet Secretary this excess powers and this latitude to allow Government ministries and department to spend money which is not appropriated? It was believed that the ... view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I will explain that very well. Suba South has 24 sub-locations. Hon. Millie is harassing me but I was sent to represent Suba South and she is here to represent Suba North and she keeps on asking me to represent Suba North yet I know very she will get her turn to represent Suba North. Anyway, the truth is we are twin constituencies and I would tell you that more or less everything that I say about Suba South applies to Suba North. So, generally, Suba North will also suffer the same things that I am talking ... view
  • 3 May 2018 in National Assembly: Remember this Kshs1.5 billion we are giving to these people I can call crooks—because in the papers over the weekend you could see the kind of evidence that that man is giving, even if he has cooked them, he must be very good—is coming from the budget for roads, for example. I wanted to just answer the Leader of the Majority Party. The Ministry in charge of roads was The electronic version of the Official Hansard Report is for information purposes only. • 3 May 2018 in National Assembly: losing about Kshs34 billion to pay someone who is conning us in Ruaraka! Money that should develop our roads and then you claim we do not have money in this country. We have money, but we have many thieves who steal this money to the extent that money cannot be enough to develop this country. That is what we must fight. I am happy that the Departmental Committee on Lands is investigating this matter. I want to speak to the Committee as part of the leadership of this House. This is a matter that you must approach for the best ... view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I am being distracted so much by my sister and the Leader of the Majority Party. Malongo is a sub-location in my constituency. In this sub-location, you had to get sisal poles to tie and carry a human being on it to hospital. And it is not a short distance. I made effort to put up the first dispensary there. So, you can imagine how marginalised that sub- location was before I became a Member of Parliament. At least now they have that dispensary and a road which I opened to that place, which again, because we ... view
  • 26 Apr 2018 in National Assembly: Thank you, Hon. Deputy Speaker. Let me start by encouraging you to allocate two hours to this debate. We need to discuss the effects of rains, floods and what is causing this. This starts with environmental degradation and other things. I expect this House to talk on how to mitigate the effects of the same. This will include what the Leader of the Majority Party has said about involving the KDF as opposed to leaving this to the Kenya Red Cross as if it is a Government organ. We will discuss how we can allocate funds to repair roads which ... view
  • 24 Apr 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I also want to join you and the Leader of the Majority Party in condoling with the family, friends and relatives of our sister and friend, the late Hon. Grace Kipchoim who passed on last week. It was a great shock to all of us and this House has interacted a lot with Grace, but I know the people of Baringo South are more aggrieved than us. Many of us will agree with me that this lady was such a social character. I also wanted to add that when it came to fighting for her ... view
  • 24 Apr 2018 in National Assembly: terms of political groupings. I remember one time in the last Parliament she told me that she wanted to meet my party leader when there was a lot of insecurity in her constituency. She was so passionate about fighting Female Genital Mutilation (FGM) and insecurity in her constituency and Baringo County in general. view
  • 24 Apr 2018 in National Assembly: I also want to congratulate the people of Baringo South for electing this great woman but, more importantly, the kind of trust they had in her by voting for her even when she was bedridden. Many of us will agree with me that campaigning is not easy when you cannot be physically present in the campaign field. As the Leader of the Minority Party, I just want to assure the Leader of Majority that I support the initiative, and I ask the Members of Parliament in both sides to agree with us to jointly write a letter with the Leader ... view
