  • 28 Mar 2018 in National Assembly: Thank you, Hon. Speaker. This Motion seeks to ask the House to extend the period allowable for the consideration of this nominee. I believe that this is the nominee from the Court of Appeal who will sit on the JSC. With your permission, I think there are weighty matters that need to be addressed with regard to this issue. Based on the principle and doctrine of separation of powers, one arm of Government is presenting to another arm, their nominee to sit on the JSC. view
  • 28 Mar 2018 in National Assembly: Hon. Speaker, one arm of Government, in this case the Judiciary, is presenting to another arm of Government their nominee to sit on the JSC and that is Justice Warsame. This is after the rigorous process that this gentleman has gone through to be elected to represent that category of judges in this country. This is a process. In my view, there is a purpose for vetting. We cannot vet someone perpetually. The main reason why we vet is to understand whether someone is qualified for a job. Vetting is not an exam. We vet to get to understand whether ... view
  • 28 Mar 2018 in National Assembly: The Motion before us seeks to extend time to engage in a task that this House should not perform. Why should we even grant permission to allow a committee to look into a matter that will be interfering with another arm of Government, after it has already elected a person to represent them on the commission? I oppose the Motion. view

  • 27 Mar 2018 in National Assembly: Hon. Speaker, my point of order has been overtaken by events. I just wanted to correct Hon. Pukose. Hon. Elisha is sitting on Hon. Junet’s seat. So, I do not see any threat. If the threat is on Chris Wamalwa’s seat, it is safe. It is right here in the middle. There is no need for worry, unless Hon. Elisha wants to take over as Minority Whip. I would assure him that there is no possibility of changes any time soon. view

  • 22 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. In yesterday’s afternoon Sitting at 2.30 p.m., we had a Bill on Nairobi Metropolitan Area Transport Authority in the Order Paper. The Leader of the Majority requested, under Standing Order No. 53, to be allowed to defer the putting of the Question to that Bill. It is clear that this was to be deferred to the following day, which is today. Looking at the Order Paper, this Bill has mysteriously disappeared. I think this is a matter that is very serious because the Standing Orders spells out that if you ask for deferring of ... view
  • 22 Mar 2018 in National Assembly: Hon. Speaker, this is one of those Standing Orders that are rarely used. I am at a loss on the wordings of this and what the Leader of the Majority Party has said. This is because, looking at the Standing Order No.140, it says that either before commencement of business or on the order of the day for any stage of the Bill being read, the Member in charge of a Bill may without notice claim to withdraw a Bill. Two, if the Speaker is of the opinion that the claim is not an abuse of the proceedings of the ... view

  • 21 Mar 2018 in National Assembly: Thank you, Hon. Deputy Speaker. First, I want to register my congratulations and thanks to Hon. Omar Maalim for bringing this Motion which my colleagues have been supporting and hailing as a very important Motion. I want to start by saying that Kenya has been hailed as one of those countries with a very progressive Chapter on the Bill of Rights. Chapter Four of our Constitution starting from Article 19 all the way to 59 is on the Bill of Rights. Article 41 of the Constitution which talks about labour relations is a right that we all enjoy as Kenyans. ... view
