Thank you, Hon. Speaker, for giving me this opportunity. I agree with the Leader of the Majority Party that we must set standards in this Parliament. This is a requirement in our Standing Orders that has been ignored for a long time. It is very clear that we cannot transact or deliberate on a Bill through the Second Reading unless we have the report from the Committee. I rise under Standing Order No.226, which states that the Speaker may allow comments, observations or clarifications in relation to a petition presented or reported and such total time shall not exceed 30 minutes. Hon. Speaker, my issue is a clarification. I agree that the National Assembly, under Article 95 of the Constitution, is required to deal with matters that are of importance to the country and its people.
