We had a meeting of almost three days at the Boma Hotel in Nairobi just to consider this very important document in line with our Constitution and the Public Finance Management Act. The NYS was a good idea, but if we are borrowing to clean and sweep the streets of Nyalenda in Kisumu, Mathare North and Kibera, much as we want those places to be clean, it is not prudent financial management to borrow money to invest in sweeping our streets. I agree that, that Standing Order allows us an opportunity to exempt the business of the House from other Standing Orders. But, that should have been done within the time provided for business. view

If he wanted that to be done, he should have done it within the time. We cannot purport to transact any business including the business to decide whether to exempt that particular Order from the Standing Order No.30 or not when we are already past time.
