  • 18 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I will be brief. I will take one-and-a- half minutes. First, I want to support this Bill at this Third Reading. It is important. The road sector has challenges, especially aggravated when counties came into place. There has been this tug of war between the national Government and the counties. It will be clear which roads follow where, and the classifications are clear. Given that we have allowed the Ministry to clearly define roads and re-classify them, there is need to be careful in the classification of roads. One of the reasons why Suba Constituency ... view

  • 28 Jul 2016 in National Assembly: Thank you, Hon. Speaker. On a light touch, you heard me and that is why Hon. Wandayi is back in the House. Let me now address the issues that I wanted to address. Sometimes we have to address you as our Speaker even in the villages because we still want you to know that we exist, especially when Parliament is not in session. How do I interact with my Speaker? The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 28 Jul 2016 in National Assembly: There are two issues that I want direction on from the Speaker. Hon. Dalmas made a comment that really worried me that the level of consultation is at the discretion of the Speaker. That is not correct. I will be correct. Consultation is envisaged to be in writing. Let us cultivate a culture where we communicate. view
  • 28 Jul 2016 in National Assembly: Hon. Speaker, I am just asking whether Hon. Dalmas Otieno was correct to insinuate that consultation does not have to be in any form that would be verifiable. view
  • 28 Jul 2016 in National Assembly: Hon. Speaker, I have heard you. The other issue that I wanted to raise with humility is that when a Member of Parliament is suspended from the House, is it the Member who is suspended or the office belonging to that constituency? A lot of times when MPs are suspended, the office is closed and the staff sent home. My understanding is that even though I am suspended, the people of Suba still need to have an office in Parliament. The staff we have employed to work for constituencies are employed by the PSC to discharge the responsibilities relating to ... view

  • 27 Jul 2016 in National Assembly: I will be very brief, Hon. Temporary Deputy Speaker. I thank you for giving me this opportunity to support the Petition presented to the House by Hon. Korere, on behalf of the people of Laikipia. I feel the pain of the people of Laikipia. As one of the Members of Parliament who has a national park resident in their constituencies, I know what the people of Laikipia are going through. I urge the Committee of the National Assembly that is responsible for this to expand their inquest a bit and find out whether other places face this problem. Ruma National ... view
  • 27 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I was engaged in some serious discussions with the Chairman of the National Government Constituencies Development Fund (CDF) Committee. I want to say that the practice of approving appointments is new in this country. I know it has been there for a while now, but it is still a new concept. When this practice began with the promulgation of the Constitution, even at the National Assembly level, we did not have the legal framework to guide the process of approving appointments until Hon. Mungatana brought a Bill that helped us in trying to regulate and bring ... view
  • 27 Jul 2016 in National Assembly: County assemblies do not take their time to look at the authenticity of the documents presented to them. I wish our assemblies exercised this responsibility seriously. I want to urge our county assemblies to start regarding themselves as real legislatures. They are not the defunct councils. They should start biting. Some of the responsibilities that should ordinarily be executed by our county assemblies are being executed by the Senate. This is a total letdown to devolution. I agree with many people that the enemies of devolution in this country are the county assemblies. They have a responsibility to oversee counties. ... view
