First of all, let me take this opportunity to say that when debating this matter, all of us need to be sober and listen to each other. I listened to Hon. Jakoyo while opposing the Motion. It says:- “221(4) Before the National Assembly considers the estimates of revenue and expenditure, a committee of the Assembly shall discuss and review the estimates and make recommendations to the Assembly.” view

However, the estimate proposals were brought to this House. I listened carefully. I wanted to hear Hon. Jakoyo is a member of the Catering and Health Club Committee and he has been eating food free of charge. We need, therefore, to compute all the money that he has “eaten” since he became a member of the Catering and Health Club Committee and pay back because that is a practical game. view
