16 Jun 2015 in National Assembly:
As a matter of fact, we should ask ourselves as a country: How come you can easily jail those thieves who have stolen chicken and Kshs100? They are jailed everyday. The district magistrates are jailing them every day in the counties. However, when it comes to mega scandals in this country, there is not even one single case which has been successfully prosecuted in this country. Does it mean that evidence is only available where someone has stolen a chicken and not where even people have clearly stolen cheques? Someone just decides to steal, take money, banks it in his ...

16 Jun 2015 in National Assembly:
There is even cheque kiting here where a cheque is drawn in favour of the Government of Kenya between the National Treasury and the Kenya Petroleum Refinery Limited and no one knows who should bank the cheque. Just imagine that! The money is written in favour of the people of Kenya to use for development and for a whole year, the National Treasury does not know where that money should be banked and then we claim to be a responsible country. Some of these things can only happen in Kenya. If such a Treasury exists in a civilised country, the ...

So, mine is to ask the DPP this: Immediately we finish and adopt this Report, he should not wait for any investigation by EACC. Let him move with speed and arrest the culprits, charge them and escort them to jail. Thank you.

10 Jun 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I was in some Homa Bay corner here. Thank you for giving me this opportunity to make a contribution to this Bill: The Transfer of Prisoners Bill, 2014. I wanted to start by saying that prisons are correctional institutions. The main reason why we set up prisons is to correct certain characters that we feel need to live differently with us in the society. In this era of international crime, where we are a global village and people move from one place to another, many Kenyans are jailed outside there in other countries sometimes ...

10 Jun 2015 in National Assembly:
we believe are undesirable in our country. It is important that we are providing a law that will allow the Attorney-General (AG) to request other countries where foreign prisoners originate for transfer of the burden of keeping these prisoners and correcting them in their countries. Also, we will have an opportunity, as a country, to allow Kenyans who are imprisoned elsewhere in the world to be transferred back home, so that even their relatives--- Even if you are a prisoner, you still have a society; you still have connections with your family members whom you would like to meet once ...

10 Jun 2015 in National Assembly:
assume that to be an hon. Member you must have a good character. Otherwise, why would your electorate elect you to represent them unless they are telling the whole world that yours is a character that they are happy with? As I wind up, I want again to get back to the point that I started with. I want to believe that Clause 15 (3) states that it is the AG who will decide whether or not consent should be given for the transfer of a prisoner on the terms proposed by the transferring country and notify the transferring country ...

3 Jun 2015 in National Assembly:
Thank you, Hon. Speaker. I wanted to start by first saying that I have not been able to attend most of the Budget and Appropriations Committee meetings, which were deliberating on this issue, largely because I was feeling unwell. Sometimes the physical body refuses to respond. However, I attended yesterday’s meeting---

3 Jun 2015 in National Assembly:
Hon. Speaker, I think that Hon. Mutava Musyimi has got his facts wrong kidogo. This is because I know that we are supposed to have majority of governors, but we have a minority of one Senator - If I am not wrong. Anyway, that is besides the point. The Budget-making process is a long process. It starts from August and ends around this time which is end of June. Both National Assembly and the Senate need to appreciate that this is a long process. If you have issues, you need to raise them at the beginning, rather than wait until ...
