  • 29 Apr 2015 in National Assembly: Thank you, Hon. Speaker. I just had two things I wanted to say. I was about to agree that the reasons we have the two Houses and the mediation is to improve our legislation. We can refer Bills from one House to the other as many times as possible, just to have a perfect or near-perfect legislation. To that extent, I have no problem. However, I just wanted to caution us, as a legislative Assembly for progress in this country, that we read - and in line with what hon. Makali said - the functions that are county functions, I ... view
  • 29 Apr 2015 in National Assembly: Hon. Speaker, you know at times I agree with you, but let me just conclude. I am informed that human brain receives a 100 per cent of information and only stores 7 per cent. So, 93 per cent is usually lost. So, the moment I have remembered it for record, because HANSARD is going to remain intact, let me just say it so that I can refer to the HANSARD later to make it a policy. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard ... view
  • 22 Apr 2015 in National Assembly: Hon. Speaker, listening to my colleagues, I have the following to say on this matter. First, hon. Kajuju has just left but I wanted to remind her that when we are transacting business, especially with regard to listening to information from any person we invite, we have the powers of the High Court. That is provided for under Article 125 of the Constitution. Therefore, she should not say that this House cannot act like a court of law. I have listened to my friend, hon. A.B. Duale, and I wish he was around so that I persuade him. When you ... view
  • 22 Apr 2015 in National Assembly: not importing any foreign information to the Report. It is there only that it has not been captured in the resolutions and hon. Maanzo wants to do so. Finally, that same Standing Order No. 56(2) says that: “No amendment shall be permitted if in the opinion of the Speaker, it represents a direct negative of the question proposed.” I am happy that was read because it says that “it must be in the opinion of the Speaker.” Hon. Speaker, you have reminded us that we are not Speakers. There is only one Speaker in this National Assembly and in this ... view
  • 22 Apr 2015 in National Assembly: Therefore, Mr. Njoroge Baiya can never be the Speaker unless we vote for him. I wish he could wait until 2017 if he will have stolen my heart to vote for him to be the Speaker of this Assembly and if I will prefer him to you. view
  • 22 Apr 2015 in National Assembly: Finally, I will urge hon. Duale to support the President in the fight against corruption. The President has spoken to this House and this nation that we should not tolerate corruption, whether it is by whoever high up in Government. If we have realised that there is corruption around Integrity Centre, then hon. Duale, as the Leader of the Majority Party, please, I beg you to support Mr. President my brother. We are ready to support him to fight corruption. Join us in this fight. Join us to help the President of the Republic of Kenya to fight corruption, at ... view
  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to make my contribution to the In-vitro Fertilization Bill, 2014. I want, first of all, to indicate that I am supporting this Bill. The biggest frustration for any woman, especially in African society, is childlessness. Many times you find that most polygamous families come about because the man cannot handle a situation where the first wife has not sired a baby. It is a frustration that many women go through not only in this country but in many African countries. It is a pity that I get to understand, ... view

  • 15 Apr 2015 in National Assembly: us to reproduce but it does not say how that reproduction should take place. Someone needs to point out to me where it says there must be some sexual intercourse for reproduction to take place. Even that is a scientific innovation and that innovation I am told took place around the Garden of Eden. These other innovations are just innovations as that early innovation. It is God who has given us the brain to come up with new innovations. Therefore, to use religion to fight something that its time has come, to me, is being fundamentalist. In fact, we have ... view
