I want to take my friend to Article 221(4)(5) of the Constitution which provides that: “(4) Before the National Assembly considers the estimates of revenue and expenditure, a committee of the Assembly shall discuss and review the estimates and make recommendations to the Assembly. (5) In discussing and reviewing the estimates, the committee shall seek representations from the public and the recommendations shall be taken into account when the committee makes its recommendations to the National Assembly.” That ... view

If we go back to them the following year, what will they tell us? They will not even come for our meetings.   • 10 Mar 2015 in National Assembly: I want to say that, and hon. Mwaura is here, the albino society made a presentation to us to help them. How could we get money to help them? We went to the allocation for public hearings and we gave them some money. Take the case of Umma Dam in Kitui. We gave it money from the public hearings allocation. Now it is being said that the members of the Committee have divided that money amongst themselves. Sometimes jealousy can take us too far. view
