we will be accused of doing the work of the Executive. This House has even formed the habit of stopping procurement. Our role should not be to stop procurement. We need to question, to recommend for investigation and prosecution. If we realize that procurement is being done in a wrong way, we recommend to the relevant authorities to prosecute the culprits instead of telling people to stop doing their work. We will be accused of being part of the implementation process and therefore we will lose our oversight role. With those remarks, I support.

Thank you, hon. Deputy Speaker, for giving me this opportunity to also support the Motion moved by my friend, hon. Mwinyi. First of all, it is a shock to me that we do not have a regulatory body. I thought the KCAA was performing this function. If the KCAA are not doing a good job, then something needs to be done. Competition is known to be enhancing efficiency and, by extension, the economy. Hon. Deputy Speaker, many of my colleagues have given this example of Senator Wetang’ula. The Kenya Airways staff needs to appreciate that the person they were harassing, just on local flight, not even international flight, has been Minister for Foreign Affairs who in other countries was being given VIP treatment. Being Minister for Foreign Affairs carries a lot with it. Identification is supposed to be for identification. You do not need to ask me for identification if you have already identified me. To me, Senator Wetang’ula was very humble. Some Members here, and I know some, would have slapped some of these staff. He was very humble to be at the airport for three hours. We are saying that there is arrogance; that Kenya Airways is not acting like they are in business. It is acting like the people who go for services there are not customers. Hon. Deputy Speaker, without really arguing with the Chair, I am surprised that you even entertained that point of order. Hon. Kang’ata is very busy with his phone. He has not even read the Motion. The Motion goes ahead to say that: “Noting that the Kenya Airways Limited enjoys monopoly in air transport in Kenya, thus determining the rate of fares at will due to the monopoly they enjoy and that the demand for air travel has increased---” There is mention of Kenya Airways in this Motion, but above all, I was discussing the effects of monopoly. Hon. Chairlady, I do not think that we are discussing the ruling of the Speaker, because he actually only reaffirmed Article 114 of the Constitution. Would it be in order for me to ask that we postpone the debate on this Bill until the amendments which touch on a money Bill, including the one by hon.(Ms.) Abdalla--- I know she has spoken to an issue about a money Bill. On a point of order, hon. Chairlady. The Leader of Majority Party is clearly misleading this House. He is saying that the Committee referred to in Article 114 is the Departmental Committee on Environment and Natural Resources. Hon. A.B. Duale, can you stop heckling and listen to me. Hon. Chairlady, Standing Order 114 is very clear that where the Speaker is of the opinion that a legislative proposal is Draft Bill in terms of Article 114 of the Constitution, he directs that the legislative proposal be referred to the Budget and Appropriations Committee.
