• 26 Aug 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. The Member who is just contributing to the Motion has clearly stated that she is a Member of this Committee. I wonder why she is misleading this House because she is referring to the tender as a “restricted tender” and yet, her Committee has said on page 22 that the foregoing circumstances justified direct procurement in that tender. Therefore, this was a direct procurement and not restricted tender. I wonder why she is misleading the House. view

Whereas we can blame the TA for not acting as per the requirement of the Constitution, the Constitution has stipulated a staggered transfer of functions. Apart from that the Constitution recognizes that counties cannot be at the same level of preparedness. If there are problems in our health facilities we should look for a way of fixing them. The solution is not in reverting them to the national Government. You are talking about medicine. There were no medicines before county governments came into place. Our constituents used to go to health facilities and then to chemists to buy Government drugs which had been taken there.
