I wonder why she is misleading this House because she is referring to the tender as a “restricted tender” and yet, her Committee has said on page 22 that the foregoing circumstances justified direct procurement in that tender. Therefore, this was a direct procurement and not restricted tender. I wonder why she is misleading the House. view

Whereas we can blame the TA for not acting as per the requirement of the Constitution, the Constitution has stipulated a staggered transfer of functions. Apart from that the Constitution recognizes that counties cannot be at the same level of preparedness.
