  • 19 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. I totally agree with hon. Bowen and actually, oppose this amendment of the President, although we do not have the numbers. There are some people in the Office of the President who do not want to let go off the management of funds. You know this is a cash cow. The amounts we allocate to the National Police Service are huge. We were wrong to think that we The electronic version of the Official Hansard Report is for information purposesonly. • 19 Jun 2014 in National Assembly: could take that money away from the Office of the President. There are cartels that are using OP - and the President himself said that there is corruption in that office. If you want to know the corruption that the President was talking about, it is this one. Actually, where a lot of money is stolen is the OP, through the PSs, who are made accounting officers. I have heard hon. Jimmy Angwenyi say that we should not have many accounting officers. Why not? In fact for me, for better accountability in this country, every department should have its own ... view
  • 19 Jun 2014 in National Assembly: So, I wish we had the numbers; this is one of those amendments by the President that we would have rejected. Hon. Bowen, I congratulate you, for having brought this amendment. The police should have their money and manage it, so that we hold them accountable. view

  • 19 Jun 2014 in National Assembly: Thank you hon. Speaker. In the interest of time,, one thing you cannot take away from hon. Keynan is when you give him a job to do, he does it well. Therefore, usually when he presents a Committee Report, I usually have little difficulty with it. I wanted to also urge that the Ministry should now take this Report, look at it, read it carefully and implement exactly what the Committee has recommended. Finally, I just wanted to remind those of us who are forgetting that, this is one of the projects that we actually started when I was in ... view
  • 18 Jun 2014 in National Assembly: On a point of order, hon. Deputy Speaker. This is really interesting about the presidential system. I really want to get direction. The hon. Member responding to the question which was directed to the Executive, through this House, is actually from the opposition, yet the Member who sought the Statement is from the Jubilee administration. This puts this House in a very difficult position. I really do not understand how we can proceed in this manner, and raise supplementary questions to a Member who basically should be criticizing and seeing faults in Government; he is now the one who is ... view

  • 18 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I just wanted to clarify to my good friend hon. Gikaria that, first, there is a mistake in this Bill which I will seek to address at the point of the Committee Stage; that we no longer have in this Bill provided for the Deputy Prime Ministers. However, even on that, I also want to clarify that this Bill is very clear that if you are benefiting from another pension scheme like the President has a separate pension scheme, you will not benefit through this Act again. The Bill is very clear if it ... view
