Temporary Deputy Chairman, it reads:- “The Clerk of the Senate shall be the Secretary to the Commission.” However, if you go to the finance chapter, it is very clear that the Chief Registrar of the Judiciary is the Accounting Officer and it is provided in the Constitution. The same is also provided, that the Clerk of the Senate is the Accounting Officer. So, this is unconstitutional. You cannot do that. view

Temporary Deputy Chairman, the point I want to raise, even when it comes to accounting, the law is very clear that it is the Clerk of the Senate who will submit accounts even to the Auditor-General. When you make two centres of power in terms of accounting officers for one institution, in my view, it is very wrong. I do not see why this is coming right now when we were dealing with sovereign bonds. Someone is playing mischief in this legislation view

If this Clause is allowed to remain in our laws, we are reversing all the gains we had achieved as a country. Hon. Waiganjo has thought through these amendments and I would urge other Members because I think there is this fallacy that because you are in Government, you must support anything that comes from the Government. This thing will hurt you. The police officers will mistreat you, whether you are Jubilee or the Coalition for Reforms ... view
