  • 24 Mar 2014 in National Assembly: Hon. Speaker, I want to move a bit faster because I know I had only ten minutes. Maybe, I just have two minutes left. • 24 Mar 2014 in National Assembly: I have also noticed that in the case of external Government securities a duplicate external Government security may be issued in accordance with the terms and conditions applicable to external Government securities to replace an external Government security that is lost, damaged or destroyed. To me, this is a very important document and I do not understand why we should give room for issuance of duplicates; it may be misused. view
  • 24 Mar 2014 in National Assembly: Section 55 of the PFM Act provides for the Office of the Registrar of the National Securities under the Public Debt Management Office. That office does a lot of activities which I cannot go into now; but as I said before, we realize that we are trying to exclude the external borrowing from this office. I find that a bit interesting. Therefore, at the Committee Stage, I hope some of the issues that I have raised will be discussed and amendments brought forward. But, by and large, I think this House owes it to the people of Kenya to pass ... view
  • 24 Mar 2014 in National Assembly: I beg to second. Thank you. view
  • 20 Mar 2014 in National Assembly: Hon. Speaker, I am a bit concerned, and I would like the Leader of Majority Party to confirm something. If there is a conflict between a statute law and a resolution of the House, which one would take precedence over the other? I am concerned because of what the Leader of Majority Party is telling us. The statute law spells out clearly what needs to be done. At the same time, he is telling us that the hands of the Government are tied by a resolution of the House. Is it in order for me to ask the Leader of ... view
  • 19 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. With due respect to my colleague and friend, hon. (Ms.) Mathenge, the sanitary that I am mentioning here – I want to make it very clear here – is not sanitary pads. Actually, as far as I am concerned, sanitary pads are already exempt from VAT. But in the event that they are not - I will double check - there is nothing that stops us from introducing the exemption at the Committee of the whole House stage. But I want to make it very clear so that it does not ... view
  • 19 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Hon. Duale is misleading the House; actually this Bill passed through the Cabinet before I joined it in September; it was already there. I remember, we discussed this Bill when I was an able Member of the Budget and Appropriations Committee. So, the Bill was produced way before I joined the Cabinet. view
  • 18 Mar 2014 in National Assembly: Thank you, hon. Speaker. Actually, you studied me right. I am actually agitated because this matter of putting a lot of resources in artificial fish farming, which I call GMO fish as opposed to cleaning Lake Victoria which can give you natural fish with all the ingredients like iron which can develop the brains of the children of this country, is not right. We need to think seriously on it so that we emphasise on the growing of fish or having fish to naturally breed in Lake Victoria. It is a very simple matter: Just allocate resources to clean Lake ... view
  • 18 Mar 2014 in National Assembly: Hon. Speaker, actually my constituency depends 70 per cent on fish farming and, therefore, that is why I am so passionate. view
  • 18 Mar 2014 in National Assembly: Hon. Speaker, having had the privilege and advantage of listening to many contributions from my colleagues, I realize there are two key issues that we are confronted with this afternoon. First is efficiency in terms of managing our affairs as a House and also the efficiency on the part of the Executive. Secondly, it is the mandate of the Committees. Very quickly because a lot has been said, I would be very reluctant to advocate a situation where more than one Committee investigates the same issue. This is The electronic version of the Official Hansard Report is for information purposesonly. ... view
