  • 12 Mar 2014 in National Assembly: The most critical thing is for the accounting officers to take advantage of management letters, so that when audit queries are minimized, they give Parliament enough time to look at more reports, within a very short period. If you have so many audit queries, some of which are even just technical, then it takes a lot of Parliament’s time. If you look at the issues being raised, they are the same and consistent every year. Therefore, this means that the accounting officers do not pay special attention to audit reports and also the reports of Parliament. The first issue that has been ably amplified in these Reports, and which my Chairman has ably addressed is under-expenditure and under-collection of Appropriation-in-Aid. It is reported that under-expenditure is about 40 per cent in many instances and under-collection would even a hit a high of 75. Gikaria, but I want to correct him on the issue that he has raised concerning communication. I am not general in my Bill in terms of what communication areas need exemption. I have just cited two. The issue of Migingo and Ugingo has been outstandingin this country. It has caused us a lot of embarrassment. Remember some of us even had to travel all the way to Uganda, Kampala, to discuss this issue when the Ugandans realized that the map was actually indicating that Migingo and Ugingo are in Kenya.
