You can remember we had started amendments to this Bill before we broke for Christmas. Some of the things that went into this Bill really did not inspire me a lot. I am a member of the Committee as I am sure many of us know but I have been asking myself sometimes when I read Article 223, which allows this country and this House to have Supplementary Appropriations and a Supplementary Budget whether we need to do it the way we are doing it currently.
