Junet is completely out of order to refer to amendments by other Members of Parliament, especially one that has been carried by this House as useless. He needs to withdraw and apologise to the House. view

I sympathise with him because really he is a Member of Parliament like me and, therefore, cannot purport to be holding or answering on behalf of the Executive.   • 23 Oct 2013 in National Assembly: Just allow me to make this one. The Leader of Majority Party read Article 132(4)(a). He is misleading this House. What that Article is talking about is setting up the office, but not appointing to that office. The President is allowed to set up office in the public service after getting approval from the Public Service Commission, but appointment to that office, as he has done with Joseph Kinyua, must follow the due process of law.
