• 29 Sep 2021 in National Assembly: 9A. The principal Act is amended by inserting the following new section immediately before Section 15 under Part III— Registration as a member of the Fund 14A. (1) A person who has attained the age of eighteen years and is not a beneficiary shall register as a member of the Fund. • 29 Sep 2021 in National Assembly: Actually, Hon. Temporary Deputy Chairlady, what Hon. Ochieng’ has stated was the essence of miscellaneous amendments. By now, we would be having a miscellaneous amendments Bill collapsing all statutes to have “minister” changed to “cabinet secretary”, but the Bill has ceased to be for miscellaneous amendments. I am speaking to the Leader of the Majority Party. We have substantive amendments coming to the House in the name of miscellaneous amendments. The Leader of the Majority Party could take cue from what Hon. Ochieng’ has said and bring these amendments in the form of an omnibus law. Thank you. view

• 29 Sep 2021 in National Assembly: Not really. If you look at my amendment, it has clearly spelt out what needs to be done. However, Sabina's amendment is talking about the accounts being prepared in accordance with the Public Finance Management (PFM) Act and the Public Audit Act of 2015. My amendment spelt out what needs to be done, which is basically the same thing. This is just uplifting the PFM Act and the Public Audit Act. Section 42 of the principal Act is amended by inserting the following new Amendment of subsection immediately after subsection (4) — Section 42 of No.9 of 1998 (5) Despite any other written law, the assets of the Fund shall not be liable to attachment under any process of law. view
