Mr. Chairman, Sir, I stand to support this amendment. I would like to remind the Chair of the Budget Committee that actually Members of Parliament are vetted directly by the people of Kenya through the ballot. If the people of Kenya had capacity to vet every office holder, they would do it but because it is not practical, they delegate it to the legislative assembly to do it on their behalf. The National Assembly is subjected to direct vetting by the people of Kenya through the ballot. You only need to give them information.

Mr. Temporary Deputy Chairman, Sir, I think it was a mistake to put that if there is supposed to be a renewal then you put the word “shall”. It is like you are making it mandatory that the DG must be reappointed. That was discussed in my Committee and we agreed. Finally, with regard to partisan political activities, I think it is very important because there have been complaints all over that sometimes we misuse our security intelligence in getting involved in gathering information that is not desirable for the security of this country. I support.

On a point of order, Mr. Temporary Deputy Chairman, Sir. Is it in order for hon. Githae to mislead the House that all the positions that are being vetted have security of tenure yet he knows very well that even Cabinet Secretaries are going to be vetted? The Attorney-General was vetted. All these positions do not have security of tenure. As a matter of fact, when a new President comes in, it should be like the Cabinet. You come in with your new security advisor and you proceed. That is how it is in the civilized world.
