However, it could be that we are putting some petroleum levy funds somewhere to use when the fuel prices go up or the shilling is depreciating and the dollar is becoming stronger against our local currency. In that sense, the levy may not be necessary as part of or as a component of the cost of petroleum products. Hon. Four of them have solid education backgrounds and one has extensive knowledge in human resource and organisational behaviour, as my colleagues have rightly observed. Therefore, whatever the courts have said and whatever the rulings of the various judges, the power to legislate must remain with this House. That is my starting point. The courts have declared that this Commission is not properly constituted although, again, we ask fundamental questions as to whether a lot of illegalities have happened in this country as a result of that decision by the courts, but that is subject for another day. I think we have, as a country, been a bit careless and negligent by allowing ourselves to run for months or a very long period of time without a properly constituted commission. We want these four commissioners to get on board the IEBC, sit down with the other three and correct any misdeeds that the three commissioners have probably done.
