Madam Temporary Deputy Speaker, I support this Motion with a very heavy heart. Why do I say so? We are, again, going on recess without passing the Finance Bill. How are Kenyans going to enjoy their Easter holiday when they are paying loans at over 30 per cent interest? It is terrible that this country is now being run by crooks in the banking sector. They are running this country and holding us at ransom. The Minister has bought into their shenanigan behaviour. For how long are we going to proceed this way?

Madam Temporary Deputy Speaker, I did not say that he was paid money but he has bought the idea. Why do I say so? It is very clear that the reason as to why the Finance Bill was withdrawn from the Order Paper today was because the banks have not allowed him to move the Bill in this House. It is sad that the business of this House is now being dictated to by people who are working in the banks, and who are fleecing Kenyans by charging them interest of over 30 per cent for money that they take ...

Mr. Speaker, Sir, from this Question, this eight year old girl, Joan Murugi, was admitted first in Kirinyaga and later at KNH. I would like the Assistant Minister to clarify why he has not checked the records of both hospitals to give us the medical history of this young girl who is probably suffering as a result of negligence by the medical personnel.

On a point of order, Mr. Deputy Speaker, Sir. I see a deliberate attempt by the Assistant Minister to take for granted the time of this House. Why do I say so? This Assistant Minister, a while ago, told us that he knows what he is doing. So, he cannot now fake ignorance and say that he did not know that he did not carry a charge sheet. He either carried it or not! This is a very literate Assistant Minister who must have read the documents he presented to this House before misleading this House that he had the ...

Mr. Deputy Speaker, Sir, I want to support this Motion. I do agree that we need to discuss the appointment of the Constituencies Development Fund (CDF) Board. But the other reason that is given is that there is another very important Report to be passed. That Report, to me, is now a shell and a waste of taxpayers’ money. The Report of the Committee that investigated this has been mutilated and has no value.
