  • 3 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Yes, indeed, PAC has the mandate over the entire accountability of Government funds but I was very specific. I did say that the Minister reports to this House every year on the actual collections for the previous years. If that amount is materially different from what is presented to the Controller and Auditor-General, that probably was not addressed by PAC. I have looked at the Report of PAC for the 2007/2008 and can confirm that, that particular aspect is not addressed. Since the Minister says that they have already addressed those issues ... view

However, I think last week, we were very clear when we asked the Government to respond or give this update. We talked of timelines.   • 3 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the effect is the removal of the provision that we are appointing hon. Keynan to this Commission in an acting capacity. I am asking this House that we appoint hon. Keynan to this position permanently, until the end of the life of the Tenth Parliament. This is informed by the fact that we know hon. Keynan, and many of us – I included – feel that he can serve us well, especially at this time when we need better services in the PSC. view

  • 3 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to imply that the panel was constituted without consulting Parliament? It was constituted through an Act of Parliament which gave the President two names; the Prime Minister two names; the Professional Society of East Africa one name; the Judicial Service Commission one name and another name to the Kenya Anti-Corruption Board? So, those are not two names unless you have forgotten that Parliament approved the names. view

If that is so, could he table a feasibility study carried out by the Government of Kenya to determine the viability and profitability of such an initiative? view

Equally, I had asked for a Ministerial Statement from the Deputy Prime Minister and Minister for Finance in April with regard to the discrepancies in revenue accounts. Actually, the Statement was supposed to be issued yesterday and he did indicate that he will do so today. You will agree with me that if our revenue accounts have discrepancies, this country has no way of knowing whether what is reported to us as having been collected is truly what is collected by the Government of Kenya. view

Member to mislead this House that the Prime Minister has not addressed the question he is addressed, yet the Prime Minister has even talked about 1.3 per cent of KKV I having been questioned? So, is it in order for the hon. Member not to be attentive and then ask the Prime Minister the same question that the Prime Minister has addressed? view
