  • 18 Oct 2011 in National Assembly: Mr. Speaker, Sir, I am surprised that the Minister is saying that he is not aware that the Governor gave conflicting information. Maybe I can give the two conflicting pieces of information that the Governor gave, so that the Minister can address it. First, the Governor told the country that the Central Bank would not intervene. That was a policy decision from the Governor. Then after one or two days, he came out and said that there are some banks which are hoarding the foreign currency and, therefore, they would take action. Why was there this conflicting information? First, he ... view
  • 13 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, it is, indeed, sad that the police officers, in an attempt to rescue a thief, shot two innocent people. Since the Minister has acknowledged that this is a fairly straightforward matter, can he give a commitment to this House on when we expect a response from the Ministry as to what action has been taken against the police officers who killed one innocent person and injured another one in a bid to rescue a thief? view
  • 13 Oct 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. As you consider a ruling on whether this Question should be deferred or not, I would also urge that if the ruling be that the Question is deferred, then the Assistant Minister should, further, bring to this House job descriptions of the positions that these expatriates occupy; just telling us that someone is a director of food and beverages is not enough; he could as well just be a mere cook! So, we would like to know the job descriptions of these expatriates, so that we may know whether, really, Kenyans ... view
  • 13 Oct 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The Deputy Leader of Government Business is trying to issue a statement before the time comes. He was asked to stay this order until the comprehensive statement is given regardless of where the statement has come from. view
  • 13 Oct 2011 in National Assembly: Madam Temporary Deputy Speaker, on 16th June 2011, I sought a Ministerial Statement from the Minister for Finance with regard to the continued depreciation of the Kenya Shilling. On 21st July, 2011, hon. Njoroge Baiya also sought the same Ministerial Statement. Again on 8th September, we reminded the Minister to supply the statement and he committed himself that the statement would be given on Tuesday the following week. We proceeded on recess and Tuesday the following week, according to parliamentary language, was last Tuesday. To date, this statement has not been supplied to this House. At the time I was ... view
  • 12 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, even as the Assistant Minister gives an assurance of providing a vehicle to that district, we are aware that many districts in this country, especially the newly created ones, lack vehicles for Administration Police and even for the regular police officers. What plan does the Ministry have to ensure that in every district, the Administration Police and regular police have vehicles to facilitate their movement and operations and, more so, given the fact that this House, in its wisdom, decided to allow the purchase of vehicles for the police, even as we removed the money which ... view
  • 12 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Whereas I appreciate the fact that Ms. Karua is comfortable with Tuesday, this Ministry is very notorious for asking for extension of time to answer either a Ministerial Statement or Questions. It is equally notorious for failing to respect the promise. I am not very sure whether this Question will be answered on Tuesday because there are issues that I raised in this House. I was given a promise. Mr. Baiya did the same to the same Ministry and he was promised that the issues would be addressed. But, up to ... view
  • 12 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Based on what you have just read; that this Question actually went to the Ministry in June--- I said earlier that this Ministry does not take Parliament seriously. I sought for a Ministerial Statement seven months ago on revenue accounts, but the Ministry has not answered to date. On 21st April, 2011, I asked for a Ministerial Statement on the performance of our currency; the depreciating shilling which is causing panic right now. I was given promises five times, but it has not been answered to date. Mr. Baiya did the ... view
  • 8 Sep 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to evade answering the question why the Ugandan network is charging our people inside Kenya? He has claimed that he is not part of the military yet he is part of the Government which should ensure that Kenyans are not charged at local rates? view
