  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to evade answering the question even after you have explained to him? We are not contesting using network when you cross the border. The question you are being asked Mr. Assistant Minister which you should address is; why are we accessing Uganda network when we are in Kenya? It is that simple. view
  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. From the way the Assistant Minister is answering this Question, it appears to me he is not prepared or if he is, he is not willing to answer the Question. He is even talking of the service providers having the sole authority yet the Ministry is the regulator of this sector. The issue at hand is that when our citizens are charged by service providers from other countries, we are financing the economies of other countries. Given the complexity of this matter, would I be in order to request that this ... view
  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You have just heard hon. A. Abdallah say that this was in the news. Do the Standing Orders of this House allow us to quote the media as an authentic source of information? view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, Mr. Ruto has referred to Standing Order No.136. It says:- “A Committee shall not consider any matter other than a matter which has been referred to it or which it is required by these Standing Orders to consider.” view
  • 17 Aug 2011 in National Assembly: Hon. Olago has raised a matter on this Standing Order. So, therefore, hon. Ruto is only quoting the first section of it. But the second section, which says, “or which it is required by these Standing Orders to consider”, this Committee of the whole House is required to consider Standing Order No.125, which hon. Olago quoted. So, this is perfectly in order. view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, first of all, I would like to say that personally, I am persuaded by the reasoning of hon. Ababu Namwamba on Standing Order No.141 – that a Committee of the House is an extension of the House. Having said so, there was an amendment which was accepted yesterday. That amendment was moved by hon. Githae. I want to read the amendment from the HANSARD. Section 14(5) was stopping the idea of a person belonging to a political party, yet propagating and championing the interests of other political parties. Section 14(4) says as follows:- “14(5) A person who ... view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, I have always feared that this programme was brought to kill the fishing industry of my people. This has now been confirmed by the Minister. He even left my constituency out of the ESP. I have heard him say that the Ministry has supplied nets to these farmers. Why has he not supplied the same nets to fishermen in my constituency, instead of supplying them with nets to harvest this GMO fish? view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, as one who knows how fish grows, this fish which grows for one week can create suspicion; whether they are GMO or not. How do they just grow overnight and yet, there is a natural way of breeding them? view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, why it is that the Minister is ready to supply nets to farmers to harvest fish under ESP and yet he has not supplied our fishermen with nets to harvest nutritious fish from Lake Victoria? view
  • 16 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. view
