Mr. Deputy Speaker, Sir, I did hear the Minister ask the Member for Gichugu to substantiate. I want to take him to page 22. On a point of order, Mr. Deputy Speaker, Sir. Indeed, hon. Ethuro is a Member of the CIOC. The procedure of this House is very clear. If you dissent, you become man enough, as Mbadi was, and register your dissent. Is it in order for hon. Ethuro to fail to register his dissent and come to the House and purport to be supporting the amendment?

On a point of order, Mr. Deputy Speaker, Sir. I am just concerned about the amount involved in this contract and the casual way in which the Minister is talking about the contract. He is even saying that it was not a requirement to look at the documents which were attached. Then, the question would be: Why are the documents there? This matter looks very weighty and it is important that it is referred to the relevant Committee for thorough investigation.
