Mr. Speaker, Sir, indeed, the Minister called me just before I walked into this House. She explained the circumstances to me and even requested for time. We almost agreed on next week, but she has requested that she wants to answer this Question herself. So, she is asking if this Question could be deferred to 7th December, 2010, because she is going to be away the whole of next week.

Mr. Deputy Speaker, Sir, the Prime Minister has said that he is not aware of any Ministers who are tainted. But I want to quote the 16th Report of the Public Investments Committee (PIC). It is the last PIC Report that has been adopted by this House. On a point of order, Mr. Deputy Speaker, Sir. I gave an example of the Minister for Foreign Affairs. There Report of the House was recommending investigations and the Minister was forced or asked to step aside. It is the same circumstances as those two Ministers. Why are they not stepping aside so that investigations are carried out by KACC?

Mr. Speaker, Sir, I beg to ask the Minister for Information and Communications the following Question by Private Notice. I am asking this Question for the second time. (a) Is the Minister aware that the Board of Kenya Broadcasting Corporation (KBC) proceeded with the recruitment of a new Chief Executive Officer of the Corporation in spite of a resolution of the House to refer the matter to a Committee for consideration? (b) Could the Minister give an undertaking to annul the exercise until the investigation on the competence of the Board is resolved?
