Mr. Temporary Deputy Chairman, Sir, to be fair to the Minister, I think this yearâs Budget is a more progressive one, compared to last yearâs Budget. I say this because last yearâs Budget was more of a political Budget as opposed to a Budget that was meant to spur serious economic growth. I would say that even the growth that we realized of 2.6 percent was by accident, because most of the measures that were put in place, especially the Economic Stimulus Package, and which were supposed to spur economic growth did not take off. Mr. Deputy Speaker, Sir, I want to raise an issue on procedure. I do agree that this matter is weighty and probably it requires more ventilation. However, I thought that when the Prime Minister, hopefully, brings his Statement tomorrow afternoon these hon. Members will have a chance to interrogate it. We are now setting a precedent that we will have to live with in this House that a Member of Parliament can seek for a Ministerial Statement and another one uses the same to raise other Ministerial Statements without passing through the Speakerâs Office as is a requirement.

Madam Temporary Deputy Speaker, the Assistant Minister said that out of 272 recruited DOs, 70 are female. We know that it is the policy of the Government that at least a third of recruits should be of either gender. If you do simple arithmetic, you will find that 70 is below a third of 272. Why is the Ministry ignoring the Government policy of ensuring gender parity by making sure that at least a third of either gender is recruited?

On a point of order, Madam Deputy Speaker. Is the Assistant Minister in order to mislead this House by saying that DOs are supposed to be involved in combat activities when we know that they are supposed to be administrators and just co-ordinating the activities in their areas?

On a point of order, Mr. Speaker, Sir. The way the Minister has handled this issue makes me think that Kenyans need to vote for the new Constitution so that we can rein on the appointing authority. However, the Minister has told us that the reason Mr. Elkana Odembo was recalled--- He is not the appointing authority. Would I be in order to ask that we give him more time so that he can consult the appointing authority? Someone being appointed and serving for one year is unfair. Could the Minister go and consult the appointing authority and come with ...
