Now that we have a solution to this, we have before us this Bill being sponsored by the Justice and Legal Affairs Committee. It is giving space to the other Committee to input through amendments and any other Member. This is a good move. I want to thank Hon. Members for turning out in these large numbers to debate this very important Bill.

Remember in the previous Sitting, I pleaded with Members to be here so as to deal with this Bill so that we demonstrate that the creation of the extra Sitting was for a justifiable cause. I have gone through this Bill and I am happy that it has captured quite a lot of issues that were outstanding; issues which were not clear and have not been clear. Hon. Speaker, I just want to highlight a few things. I do not want to talk to the details of the Bill because I do not think I have enough time to prosecute the entire Bill. I am looking at Clause 5. I am sure the Committee has looked at it. If I missed the submissions of the Mover of the Bill and the Seconder, I will be forgiven but, again, it is something I have observed. So, I have to say it.
