22 Dec 2020 in National Assembly:
being taken against them. We want to see the DCI arresting them on Friday and keep them until Monday. If possible, let the judges decline to release them on bail for even two weeks, so that people can know that public resources cannot just be converted to private use without any justification and you go scot-free. That is where I think the problem is. In a nutshell as I conclude, the tax rates we are reverting back to are not unrealistic. They are realistic, reasonable, and within average. This is what other countries tax their people if not higher. The ...

22 Dec 2020 in National Assembly:
Hon. Temporary Deputy Chairman, if he is withdrawing his amendment, why all the stories? There is this habit of telling us too many stories. You either withdraw or you move. This idea of telling us stories like in a baraza …We have no time to listen to all those things.

3 Dec 2020 in National Assembly:
Thank you, Hon. Speaker. Allow me also to congratulate Hon. Dennitah Ghati who is a prominent member of my party. I congratulate her for this appointment to the Commonwealth Parliament. I have attended quite a number of those meetings and I see her contributions. She contributes with much passion on matters of PWDs. I think those who saw it fit to give her this appointment did the right thing in terms of fighting for the rights of persons living with disabilities. I think, as a country, we have not been very considerate to matters pertaining to persons living with disabilities. ...

26 Nov 2020 in National Assembly:
Thank you, Hon. Speaker. I want to start with the issue of Galana-Kulalu. This is a project that we had issues with from the word go. In fact, at its inception, we were skeptical about the practicality of that project succeeding. At that time, I remember Hon. Pukose and others were very supportive of the project. How times change. This is also good. We learn. Now we are where we are. If that project will not continue, there is no way that the Government can talk of giving out land to individuals. We know the history of giving out Government ...

26 Nov 2020 in National Assembly:
Hon. Speaker, I did not want to say much about the other Petition concerning inmates. I truly agree that those are correctional facilities but, as we push to realise some of those things, we should also ask ourselves if we have money in this country. I see Members behaving like there is a pool of money somewhere where we can just dip our hands and meet all the expenses. This country has no money. We cannot burden this economy with any other thing. As much as it may be necessary, there is no money. It is good for the human ...

26 Nov 2020 in National Assembly:
Government Constituencies Development Fund (NG-CDF), which gets Kshs34 million every year, and pay for those inmates. I have no problem with inmates learning. Everybody has the right to learn. Most of the inmates are adults. They should have gone to school before they went to prison in the first place, unless they are training for specific skills. Do not take them through KCPE. What were they doing when people were learning? Education at primary level has for a long time been free in this country. You find someone who broke the law in Class Four and was taken to the ...

24 Nov 2020 in National Assembly:
Thank you, Hon. Speaker. I am also commenting on this Petition by Hon. Onyango Oyoo. It is true that the way investors in this country, especially those in the sugar industry, treat their local employees is wanting. This needs to be looked into. The problem in the sugar industry is of grave concern and more particularly, when we want to lease out the firms. We have seen the way investors handle and treat, not only the employees, but even the sugarcane farmers. The investors, even the one who has invested in Sukari Industries in Homa Bay County, are not cutting ...

24 Nov 2020 in National Assembly:
Hon. Speaker, beyond the Committee, where this matter is directed to, I would request the Departmental Committee on Agriculture and Livestock to look at how the people who have invested in the sugar sector are not only treating the employees, but also the farmers. Growing sugarcane takes about two years. You plant your crop, you wait for two years and then later, you discover that your cane is not going to be harvested. It is so frustrating and it is killing the local economy of this region. So, the Departmental Committee on Agriculture and Livestock needs to look at this ...
