Thank you, Hon. Speaker. What Hon. Aden Duale has raised is very fundamental and it requires your ruling. But before you make your ruling, I just have comments to make. Number one, our rules of procedure and Standing Orders are very clear about issues of constitutionality of any Bill or Motion. That at any stage, even at the Committee of the whole House or the Third Reading, if a Bill is found to infringe the provisions of the Constitution, you can still make a determination to have that dealt with at that stage. I thank Hon. Aden Duale for being vigilant and spotting that, that is a serious anomaly that cannot be correct by subjecting it to a vote. The argument would be that if we are not happy with it, then we disapprove it. But a vote can go either way. So, a provision in the Bill that offends the Constitution cannot be subjected to a vote. Therefore, I urge that if we have to proceed with this Bill, those clauses that may offend the provisions of our Constitution should be expunged first so that we deal with the Bill as if ...

Thank you, Hon. Speaker. I wanted to take a slightly different trajectory and ask my colleagues to relax. I previously spoke when there was another released result like this and asked people to relax. When I tried to find out what Infotrak did, I was told that they ask a standard question. I will be the devil’s advocate and assume it was a scientific research. The general question was: How do you rate your Member? I hear Members talking about the NG-CDF. I just wanted to caution those who still want to be here. Please, just work for your people. If you are building schools through NG-CDF, make sure they are constructed. Make sure there is water in your constituency. Struggle to get the Government to construct roads in your constituency. Please, make sure you legislate effectively. At the end of the day, your people will give you another term. No one will refer to those Infotrak results. Relax. Forget about those emotions that I see around. I have relaxed all these years. Kanini Kega, on behalf of the Budget and appropriations Committee, tabled a Report on the third basis for sharing of national revenue allocated to our 47 counties. We are all aware that our procedures do not allow us to deal with more than one stage of a Bill or a Motion in the same sitting. Therefore, we are requesting this House to approve another sitting so that we are able to debate and approve this Report. ...

Thank you, Hon. Deputy Speaker. In seconding this Motion, I have a few comments to make. One, the Mover of the Motion has rightly pointed out that Article 217 of the Constitution requires the Senate of the Republic of Kenya to determine or come up with the formula or a basis to determine the allocation of revenue among the 47 counties every five years. Hence this House needs to understand a little of this formula then I will sit down because the Mover had explained almost everything. Hon. Deputy Speaker, if you move to the next parameter that is agriculture, which has been allocated 10 per cent, what was proposed is to use rural households. So, you get a county; remove what is considered as urban centers in those counties, remove the population in those areas, remain with what is considered as rural population, take the total sum of all the other 47 counties, put the figure for that particular county, call it Narok, over the total and apply the amount that has been allocated for agriculture.
