  • 18 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as you have heard, I rise to second this Finance Bill which the Deputy Prime Minister and Minister for Finance introduced before this House for the current financial year. He has given a summary of what the Bill is all about; issues of adjustments of the law where it has not been working properly, the issues of level of taxation and the issues of charges that will raise revenue to facilitate the policies that are interpreted in the Budget to be financed. Mr. Temporary Deputy Speaker, Sir, I am sure that hon. Members know that ... view
  • 18 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is very much within that Finance Bill. This is because in order to finance the policies that it interprets, we must talk about the funds with which we shall do this. One of this is our own currency. That currency cannot operate in isolation. In relation to other currencies in the Euro-zone or the Dollar-zone or if you like, the Chinese currency --- view
  • 18 Oct 2011 in National Assembly: It is part of that micro-economic part of the Budget and the Finance Bill that we have before us. Mr. Temporary Deputy Speaker, Sir, maybe you do not want me to continue. view
  • 18 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with due respect, I think I am very much within the Finance Bill. This is because the Finance Bill talks about macro-economics and micro- economics as well. We cannot just talk about dry stuff here without saying what actually clothes or surrounds those other aspects. If I may, I would like to continue but I beg to support. view
  • 24 Aug 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker for granting me this opportunity to second this Motion. In doing so, I do not want to repeat what my colleague, the Mover, Mr. James Orengo has said. However, I would like this House to know and I am sure those who have studied this Bill have already noticed that the creation of this court will revolutionize how justice reaches our people. In this court, no Kenyans or any other person will be required to show that he has a locus standi . The rules that require that you must establish your connection with ... view
  • 24 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, the other point this House should note is that although there are similar courts in South East Asia and all those countries in the East, this is going to be the first court of its kind in the whole of Africa; so, this is another first one. A new Constitution during peace time, and not during war, was attained by Kenyans; we made it, and now we are going to have another particular Kenyan first by leading the way in environment, land use, land occupation and issue of titles. view
  • 10 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Minister responsible for this matter is not here but we will explain your concern to him so that he appears before this House. view
  • 10 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not want to talk about Standing Orders because they are within your powers to interpret. view
  • 10 Aug 2011 in National Assembly: However, I also think they should be applied with compassion. I also think that based on a position of a Minister, it would be proper for the Chair to hear his side of the story. He could be sick! Anything could have happened to him! He should be given an opportunity to explain himself! view
  • 24 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill that the Attorney-General has brought before this Parliament because time has come to continue making our laws current and relevant, following what we have done in this country in terms of having a new Constitution. The tabling of this Bill is very timely. I think this law will assist especially at a time when we are working very hard to attract investments and trade. Kenyans continue to manage and even form new companies in this country. The culture of management of companies is taken care of in this Bill. ... view
