A new definition has come in about the Budget. This has come about because it must suit certain pre-conceived philosophies that must be introduced into the budgeting system in Kenya.   • 15 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, "prudent fiscal management", someone will have to give us the definition of the word "prudent", because it so relative that it will mean different things to different people, and the law should not be ambiguous. The law must be clear and straight to the point, otherwise it will be wrongly interpreted. Let me tell you what this document says is prudent.
