With all due respect, there is a tendency with regulation making bodies to circumvent the law even when it is very clear like in this case. It must be pointed out that time has come when they are not going to escape with these kind of regulations. view

  • 14 Aug 2018 in National Assembly: In this case, it is very clear that the regulation making body deliberately failed to comply with the Constitution, in that there was no public participation. The Committee made that conclusion because the regulations were submitted deliberately without an explanatory memorandum to show whether public participation was done or not and, in the event it was done, to what extent. view
