  • 13 Oct 2021 in National Assembly: This is the most important policy that the 12th Parliament is discussing because without water, life stands still. Why do I say so? When we wake up in the morning, we drink water; when we want to shower, we use water; when we want to cook food, we use water; when we go to help ourselves, we use water. We may not have good roads, but we will survive; we may not have good electricity connectivity, but we will survive as long as we have water. With water, you have something to drink, grow enough food and also feed your ... view
  • 13 Oct 2021 in National Assembly: we were able to harvest that water and keep it for a rainy day, Kenya would become a country which has enough water to even last several years. Sometime back, I heard about an aquifer somewhere in Turkana. It was said that that water can sustain this country even for the next 70 years. Since then, what have we done about that aquifer which was discovered yet we know that Turkana is one of the water-scarce areas? Coming closer home, where I come from in Kirinyaga County, we have many rivers but up to date, half of the county does ... view
  • 13 Oct 2021 in National Assembly: Hon. Temporary Deputy Speaker, it is high time we came up with good policies. It is my prayer that the Sessional Paper No. 1 of 2021 will be implemented and Kenyans will demand that the Policy be implemented because in the Constitution, they are entitled to enough drinking water and water for irrigation. With those few remarks, I support the Policy. view
  • 23 Sep 2021 in National Assembly: Thank you, Hon. Speaker. Pursuant to the Standing Order No.44(2)(c), I rise to request for a Statement from the Chairperson of the Departmental Committee on Finance and National Planning regarding the upsurge of unregulated investment schemes and financial fraudsters in the country. There has been a recent upsurge of unregulated investment schemes, also known as Ponzi schemes, and financial fraudsters in the country. These fraudsters and schemes are defrauding many unsuspecting Kenyans of their hard-earned money. The organisers of the said schemes often promise rapid and high financial returns with little or no risk as well as a guaranteed return ... view

  • 6 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to add my voice in support of this Report by a Committee which I belong to, the Committee on Delegated Legislation. I would want to assure the House and the Members that we first of all looked at the Constitution and the Statutory Instruments Act and confirmed that these regulations are done pursuant to Article 204 of the Constitution of this Republic. We also ensured that the requirements of Statutory Instruments Act were followed to the latter more so about public participation. There was extensive public participation actually across ... view
  • 6 Jul 2021 in National Assembly: However, during our consideration of these regulations, we found that the Commission on Revenue Allocation in the first and second policies, there are areas which have still been left out. Much as the Constitution talked about 14 counties and currently there are 34 counties, even in the remaining counties, there are some few areas which still we thought they have been left out and we have a view that in the third policy maybe those areas should also be considered. Also, more important is that let this Fund achieve what the framers of the Constitution 2010 had thought of, that ... view
  • 6 Jul 2021 in National Assembly: With those few remarks, I beg to support. view
  • 19 May 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to second this important Motion. The Committee met the relevant Government agencies.
