  • 11 Oct 2016 in National Assembly: I hope it will be made clear in the regulations that free and compulsory ECDE will be dealt with by ward administrators. We have ward administrators who are idle. To me, they have no defined roles at the county level. They should be made busy - because this is a devolved function - to ensure that any child from three years onwards, depending on the environment, should be made to go to school because there is no need of talking about free and compulsory ECDE when we cannot ensure that those children have gone to school. view

As we sit here today, we have been told that disbursement in respect to the 2015/2016 Financial Year was released 100 per cent. Some constituencies, Mt. Elgon included, have received less than 50 per cent. The Chair should be serious and tell us this afternoon when some of us will receive the money and where the money for the 2015/2016 Financial Year went. view
  • 24 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I agree with what my colleagues have said, especially Hon. Millie Odhiambo, on that particular amendment. There is a problem on the procedure of prosecuting amendments. Hon. Members have not read this Report. They are not able to come up with amendments. The procedure should be followed. I think Members should be given ample time to go through the Report, make up their minds and see whether there are amendments to be brought or not. view

By putting here “Chartered University” it means it is that “Chartered University” as an institution which is appointing but we have a number of chartered universities. If it is education, let them qualify and say it is the Ministry of Education, Science and Technology which will do whatever they want done. view
  • 18 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Any amendment or creation of any law is to cure a mischief. Irrespective of whose interest this amendment is being proposed, the substance of the amendment is what we are trying to address as a House. Is there any mischief? Is there any gap? It is my considered opinion that we look at the current operational principal Act. Who is the Secretary to the Board? That will inform whether or not we need to create the slot of the Corporation Secretary. That is my opinion. view

In some of these pieces of legislation, it is good to qualify whether the participation is in writing or any other form. view
