Mr. Temporary Speaker, Sir, I am invoking Standing Order No.100 as my right as a Senator. It says- “that if a Senator has sufficient reason to convince the Speaker that the Senator is unable to substantiate the allegations instantly, the Speaker shall require that such Senator substantiate the allegations not later that than the next sitting day, failure to which he is deemed to be disorderly.”

Mr. Temporary Speaker, Sir, first of all, I do not understand why you are engaging an argument with a Senator on the Floor. You have asked him to substantiate, let it be substantiated. You do not just banter around words that this people asked for Kshs700 billion and the Deputy President refused and took it down to Kshs370 billion. You then expect us to sit pretty? No. Bring it and table it.
