  • 30 Mar 2021 in Senate: do a lockdown. If you look at the level of taxes that have gone down, no government would want to reduce how much money it is collecting. No government would want to restrict trade. When we were doing the Budget Policy Statement (BPS) the other day, we considered the projected economic growth, which is very low and what has happened in the last financial year. Therefore, that tells you that these are desperate times. The number of deaths has increased. We have lost friends. In fact, tomorrow, I am burying a friend, Antonio Letting, in Kitale. We have lost many ... view
  • 30 Mar 2021 in Senate: Madam Temporary Speaker, Nairobi is not only worst hit, but by virtue of the work we did, this Bill is still very much needed. Remember when we were doing oversight, we went to all counties and we agreed on the number of intensive care unit (ICU) beds to be increased. Since we lowered our guard as a country, today, there are no ICU beds. view

  • 30 Mar 2021 in Senate: Last week, I was struggling to find an ICU bed for some Nairobians, but even talking to the CEO or the Chair of Kenyatta University Referral Hospital could not help. Therefore, we need to pick up that Bill again. I hope that when we come back we can pass it properly. We have agreed with the National Assembly how to deal with it because we must know how to deal with a pandemic because it is not a normal occurrence. We need to make sure that the police are not harassing people in those areas where there is lockdown and ... view

  • 24 Mar 2021 in Senate: Thank you, Mr. Speaker, Sir. One of the primary roles of Members is to legislate directly or through the Committees. In as much as I might benefit from the knowledge being a Member of the Senate Business Committee (SBC), it is very important that the Senate Majority Leader gives a detailed explanation. Many of the Members who have Bills do not know where they are or what has happened to those Bills. Many of the Members are not sure about what is going to happen to the affected Bills. For instance, the question that has been asked would have been ... view
  • 24 Mar 2021 in Senate: Thank you, Madam Deputy Speaker. This is such an important Motion, and it is very unfair to reduce the time to five minutes. In fact, we could have just agreed under the Standing Orders, to debate until we finish and the House adjourns. There is a lot to say. Nevertheless, on behalf of the people of Nairobi, I would like to sincerely pass my condolences to the people of Tanzania, East Africa, and Africa on the passing on of President Magufuli. I pass my condolences to his wife, Janet, his three children, and all those who knew him as a ... view
  • 24 Mar 2021 in Senate: the time my daughter is that age, it will not be a shock to have a female president in Kenya or East Africa.” Madam Deputy Speaker, as I finish, President Uhuru Kenyatta made us immensely proud by the respect he gave in going there to stand with our brothers. It is just an imaginary line between us and Tanzania. We are brothers. The white man left us with an imaginary line between our countries. It is like when you tether a goat and then you take away the rope, the goat does not leave that radius. We must start thinking ... view
  • 23 Mar 2021 in Senate: Thank you, Madam Deputy Speaker. Before I make a comment, I have noted that you asked Sen. (Dr.) Musuruve to summarize her statement. It means there is a problem somewhere because this Statement that was approved in its entirety. I do not know how you approved such a long Statement. More importantly, the issues Sen. (Dr.) Musuruve has talked about are critical. I have very many children in Nairobi City County whose parents are not well-to-do and are suffering from CP. It is possible to help many of them live an almost normal life and be educated in special intuitions. ... view
  • 23 Mar 2021 in Senate: I urge Sen. (Dr.) Musuruve to bring a substantive intervention that makes sure there is an allocation for the special institutions and a have a budget from the Ministries of Health and Education to take care of these children. It is only the rich in society that are able to rehabilitate their children and yet, there are so many children who are affected.
