  • 22 Sep 2020 in Senate: need to know that they can access it even during this time of the COVID-19 pandemic. Pumwani Maternity Hospital has been on a go-slow. On top of that, and I hope the Committee is hearing, they need to tell us about the outstanding National Health Insurance Fund (NHIF) and labour relations issues around Nairobi, generally, not just Pumwani Maternity Hospital, because we had a strike for a while. I was speaking to Dr. Thuranira who is the head of the union in Nairobi and the issues have not been resolved. They are being taken round in circles. I hope we ... view
  • 22 Sep 2020 in Senate: On a point of Order, Madam Deputy Speaker. Our standing orders are clear on the issue of relevance. The Motion we are discussing is not about the merits or demerits of having two-thirds, but about the actions taken by the court. Would I be in order to say that this discussion is not on the relevance of the Motion because we have a lot of thoughts and we support two-thirds? However, we are discussing the action of the CJ in advising for the dissolution of Parliament. Could you guide us because many other Members are also going to continue, but ... view
  • 22 Sep 2020 in Senate: Madam Deputy Speaker, I would like to have on my menu whatever Sen. (Dr.) Musuruve had for lunch. I will ask her to share. The first thing I want to say is to urge Senators who said that they support the dissolution of Parliament to do the honourable thing because you must put your money where your mouth is and resign immediately. If you support the dissolution, you should actually resign. This is not necessarily about the content of the Petition. We are discussing the process. We support gender issues. However, even if it was a Bill on another matter ... view
  • 22 Sep 2020 in Senate: determination on whether Justice Mativo’s order made on 29th March, 2017, to the Eleventh Parliament refers to the Twelfth Parliament. Where is the rush coming from for the CJ to plunge us into a potential constitutional crisis? I say this for the record and for people to know. Just like my colleague Sen. Omanga said, we are ready for an election at any time. However, if you look at the rules, right now there is no framework for an election. Parliament has a sole legislative responsibility in this country. If Parliament is dissolved and the next election can only be ... view
  • 22 Sep 2020 in Senate: Mr. Temporary Speaker, Sir, there was a point that was made by Sen. Olekina, which is very important. Number one, if you look at the Constitution, the requirement of certain laws to be passed by a certain time points to the Fifth Schedule of the Constitution. The Fifth Schedule has a number of laws listed and the timelines. There is no Two-Thirds Gender Law on the Fifth Schedule stipulating that it should be passed within five years. It is not there. Sen. Wetangula, if you look, it does not exist. Parliament can argue that even The Political Parties Act of ... view
  • 17 Sep 2020 in Senate: Mr. Speaker, Sir, I want to persuade Members to listen. These Members gave me a mandate together with Sen. Wetangula. Today we saw smoke that is white in colour. We have a solution; Kenya has a solution. We have a solution for the Republic of Kenya. Mr. Speaker, Sir, I want to ask you using Standing Order No. 1. I have consulted with the clerks-at-the-table to just suspend business for 30 minutes so that we update--- view

  • 17 Sep 2020 in Senate: Our report is as it was, Sen. Wambua. Sen. Wambua, I have led your team for more than 18 months, trust me! Trust me! Hon. Members, we need just 30 minutes, so that we report back. This House gave us the mandate and you are all aware of what we agreed on. We want you to affirm it, come here, vote and give this country a formula. view
  • 17 Sep 2020 in Senate: Thank you, Mr. Speaker, Sir, I beg to give Notice of the following Motion- THAT, AWARE THAT under Article 217 of the Constitution, the Senate by resolution is required to determine the basis for allocating among the counties the share of national revenue that is annually allocated to the county level of government; The electronic version of the Senate Hansard Report is for information purposesonly.
