We also deserve devolution in Nairobi City County. We, therefore, do not accept the scrapping of Nairobi as a county, but remedial measures are needed urgently within that period.

If I look at the agreement that has been reached between the two levels, and at the lacunas in the law, where the role of the Senate is silent and the procedure, whether public participation is required before or after, they have asked for it to be done within 21 days and the agreement is amended. Mr. Deputy Speaker, Sir, as you and others have said, let us not just think about the politics. As we consider this move - a move of last resort to say the least - the situation is dire than you will imagine. I urge that as we consider the details of the agreement of transfer, which seems to be the one option that serves the best interests of Nairobi City County, let us consider the people and be guided by the considerations I have given.
